Ronnie A. Carter passed away July 12, 2023 in McKinney, Texas. He was born December 5, 1953. His parents James and Mary Carter of Columbus, Ohio. Ronnie married Loraine Peppers on March 13, 1976, in Columbus, Ohio. Loraine works for Brookdale Senior Living as District Director of Clinical Services.
Ronnie was a devoted husband, father, and grandfather. He was a member of One Community Church McKinney and Kingdom Life Fellowship Church Fairview. Ronnie graduated from Marion Franklin High School in Columbus, Ohio. After high school he received a Bachelor of Political Science from Ohio State University.
Joined the Special Agent ranks with the Bureau of Alcohol, Tobacco, and Firearms and Explosives (ATF) Cleveland Field Division after College.
A 30-year law enforcement career with continued promotions in recognition of exceptional service to the Bureau and country. An accomplished executive in Federal law enforcement. With a proven history as a deciding official, he was appointed ATF’S Deputy Director and later served as Acting Director. Special Agent Carter retired from ATF in 2010.
Ronnie had a love for the Cleveland Browns and Ohio State Buckeyes football. He loved GOD, Family, and his Job.
Ronnie is survived by his wife, Loraine Carter of McKinney, Texas; daughter, Marie Peppers-Shipp and husband, Steve; daughter, Veronica Peppers, and Todd Richardson; daughter, Andrea Houser and husband, Ricky.

Grandchildren, Andre, Camesha, Brittany, Joshua, Tionna, Jordan, and Skye;
Great grandchildren, AJ, Aaliyah, Donte, Trey, Andre Jr., Maliyah, Dominic, Lincoln, and Taylor;
Brothers, Larry Carter and Frank Carter and sister, Anita Dawson.
He was preceded in death by his brother, James Alexander Carter.
A funeral service will be at 12:00 p.m. Saturday, July 21, 2023, at Turrentine-Jackson-Morrow Funeral Home 2525 Central Expressway North, Allen, Texas 75013.
