Kelcey Torrey Angel Powell-Jenkins, aged 48, of Lewisville, Texas, passed away December 9, 2025. She was born July 27, 1977, to Tommy Joseph Cavalier Sr. and Marla Eileen Evans in New Orleans, Louisiana. She married Raymond Osten Jenkins III on January 1, 2022, at One Community Church in Lewisville, Texas.

Kelcey was a devoted Wife, Mother, and Christian, who will be deeply missed. Among her many accomplishments, Kelcey was a learned woman, graduating from George Washington Carver High School class of 1995, she went on to obtain her associate’s degree at Delgado Community College in 2003, then her bachelor’s and master’s Degrees at the University of Phoenix.

Kelcey’s love and compassion for the world shown through in her work as a 911 dispatcher for the North Texas Emergency Communications Center, where she shined in her passion until her passing. She also worked as a 911 dispatcher for the Orleans Parish Communication District and was even featured on Emergency Call, a television series that ran on ABC that showcased the crucial minutes of 911 calls through the lenses of the operators who take them.

Kelcey was a loving mother to her children, Sydney Moxley and Spencer Moxley, and a devoted wife to Raymond Jenkins. She was also a caring sister, sibling, and a beloved member of her community. From a young age, Kelcey displayed a vibrant spirit, a kind heart, and an infectious laughter that brought light to everyone she knew. Her early years in New Orleans shaped her into a caring woman whose warmth and generosity touched all.

Kelcey found joy in sports, music, traveling, and cooking, sharing her talents and love with family and friends. Her faith was central to her life; she was known by many names—Child of King, Lover of Jesus, Disciple Maker, Wife, Mother, Daughter, and Kingdom Citizen—each reflecting her warm, generous spirit.

Kelcey is survived by her loving Husband, Raymond Osten Jenkins III, of Lewisville, TX; Her Daughter, Sydney Moxley, of Lewisville, TX; Son, Spencer Moxley Jr., of Lewisville, TX; Her Stepmother, Dorothea F. Cavalier, of McKinney, TX; Her Father, Tommy Joseph Cavalier SR., of McKinney, TX; Stepson, Isaac Jenkins, of Grand Prairie, TX; Stepdaughter, Zalayna Jenkins, of Lancaster, TX; Granddaughter, Ahlani Jenkins, of New Orleans, LA; God Daughter, Azariah Marie Henderson, of New Orleans, LA; Aunts, Deborah Bradford, of Fayetteville, AR, and Lynell Rovaris, of New Orleans, LA; Uncle, Edwin Evans and Wife Evelyn, of Chicago, IL; Sisters, Kendra Cavalier, of New Orleans, LA, Sarina Davenport, of Slidell, LA, and Edrice Bieniemy, of Slidell, LA; Brothers, Jeremy Route, of Florida, Christopher Cavalier, of Las Vegas, NV, Tommy Cavalier JR., of Little Elm, TX, and Aaron Cavalier, of Farmers Branch, TX, along with a host of other loving family and friends.

Kelcey was preceded in death by her mother, Marla Eileen Evans; Grandparents, Leonard MaGee, and Wife Marlene Scott MaGee; Grandparents, Malvin Cavalier Sr., and Wife Bealice Cavalier; Grandparents, Fellman Tabb and Wife Ellen C. Tabb; and Grandmother, Helen Williams.

Though her departure leaves a void in our hearts, we find comfort in the memories she created and the love she gave. Her spirit will forever live on in every shared story, every echo of laughter, and every act of kindness inspired by her example.

Kelcey Powell Jenkins will be deeply missed but never forgotten. May she rest in eternal peace in Paradise.

The family will receive friends during a visitation Friday, December 19, 2025, from 4:00 PM to 6:00 PM, at Turrentine Jackson Morrow, 2525 Central Expressway North, Allen, Texas, 75013. A funeral service will be held Saturday, December 20, 2025, at 10:00 AM, at Turrentine Jackson Morrow Funeral Chapel, 2525 Central Expressway North, Allen, Texas, 75013.
