Frank G. Tucker, age 82, passed away August 23, 2016, in New Braunfels, Texas. He was a retired attorney who had practiced law in Temple and Dallas, Texas. Frank was a graduate of the University of Arkansas and Baylor Law School. After his graduation from the University of Arkansas, he was commissioned as an artillery officer in the United States Army and served in the Army Reserve for eight years. After his active duty service, Texaco Incorporated employed him as a sales representative. Having a desire to become an attorney, he enrolled in Baylor Law School in 1961, where he served as president of his freshman law class. After his graduation, he entered the practice of law in Temple, Texas and became a partner in the law firm of Prescott & Tucker. While in Temple, Frank served on several boards and volunteer organizations including a term as campaign chairman of the Temple United Way. In 1968, he accepted a position of Special Counsel to the Texas State Board of Insurance. His duties included the drafting of rules and regulations for the Board and the coordination of legislation with the Texas Legislature. In 1970, he established a law practice in Dallas, Texas and represented clients in insurance, finance, oil and gas and other business groups. After the Communist governments in Eastern Europe fell in 1989, Frank traveled to Eastern Europe to represent clients seeking to buy state-owned businesses in these countries. While traveling in these countries and talking with government officials he learned of the breakdown of moral and ethical practices among the people and particularly among the government officials. In the Czech Republic newly elected President Havel stated, “Our biggest task is to restore moral and ethical practices and to institute programs to educate our young people of the differences between right and wrong.” As a result of these ideas, Frank joined with Linus Wright, the former Dallas Superintendent of Schools and Under-Secretary of U.S. Department of Education, to develop a character education program for the Texas schools. After formulating the program, Frank and Mr. Wright traveled the state to urge the implementation of this program in Texas public schools. Frank was married for 37 years to Dolores Roberts Tucker until her untimely death in an automobile accident. In 1999, he married Deborah Pennypacker and retired to New Braunfels, Texas.
He is survived by his daughters Jennifer Jimenez and Lisa Patterson, grandson Justin Patterson, son-in-law Chris Patterson, his wife Debbie, her daughter Tiffany and husband Pat Link and their children Nina and Carmello, brother-in-law Hubert Mills, nieces Debbie Matlock, Judy Helsel, nephews Jay Mills, Jerry Tucker and Paul Tucker.
Frank was preceded in death by his parents James and Lela (Bewley) Tucker, brothers James Price, Harold, Harry, his sister Patsy R. Mills and his grandson Colin Jimenez.
A private service will be held at Turrentine-Jackson-Morrow Funeral Home in Allen, Texas. Interment will follow at Ridgeview Memorial Park in Allen, Texas.
