Cecil Windell Rice, fondly known as Buddy, passed away on August 19, 2024, at the age of 87. He was born to Cecil Leon Rice and Erma Bee (Turner) Rice on May 17,1937.
He married the love of his life, Wanda Jo Phipps, on March 16, 1957 in Garland, Texas. They raised their 3 boys in Plano, Texas before moving out to his beloved ranch. Windell dedicated 50 years of his life to a successful career as an insurance agent. His amazing career led him to many awards and trips that he enjoyed with Wanda. After his wife passed in 2008, Windell spent the rest of his years with Jackie who he called his “sweetheart”. They were able to take many trips for the last 16 years including weekly trips to the casino to “push buttons” as they called it. They were happiest though, when just enjoying each other's company.
Buddy was a family man who enjoyed spending time with his loved ones. He opened his heart and home to many over the years. He was very business savvy and had a great sense of humor. He had a love for the country life, John Deer and John Wayne. His reach was wide and the impact of his loss is felt by many.
Windell is survived by sweetheart Jackie; his sons, Craig and Cory Rice, and daughter Connie Carpenter; grandchildren Brynn Martin – husband Clay, Caitlin Rice – boyfriend Dusty, Cathleen Pomato – husband Ryan, Chance Rice, and Caroline Carpenter; and great-grandchildren Kenadi Rice, Gracyn Koonsman, Vivian Calhoun, Elizabeth Martin, and Susannah Martin.
He was preceded in death by his wife, Wanda Jo Rice, and his son Christopher Scott Rice.
