Richard Scoggins, retired president and partner-owner of Chapman Construction and former president of the FISD Board of Trustees, passed away in the early morning hours of July 27, 2007, at his home in Celina of natural causes. Richard and his wife, Debbie had recently built a new home in Celina, but for the majority of his adult life Richard made his home in Frisco. A native of Denison, he moved to Frisco in 1980 where he met and married Frisco native Debbie Wilson. The family was very involved in the community as their four daughters grew up. Richard served on the Frisco School Board for 15 years, 1989-2004, making his service the second longest in FISD school board history. He also served on the Frisco Economic Development Council Board, the Tax Increment and Refinancing Zone Board and the County Education District. Both Richard and Debbie were active in FHS Band Boosters for several years. Richard was very proud of the fact that all four of his daughters attended Frisco High School. A new middle school near Craig Ranch within FISD boundaries is schedules to be dedicated in his honor in 2008. Richard was born November 28, 1946 to Dorothy Drumb and L.A. Scoggins of Denison. He graduated from Denison High School and the University of Texas at Arlington. Richard was a successful businessman. Chapman Construction specializes in building transmission lines and substations to fiber-optic communications systems and wireless base transceiver stations. Prior to Chapman Construction, he worked for TP&L. He and his wife shared the fruits of his success with the community. They have both been active donors to many charitable efforts in recent years including the Frisco Education Foundation. Richard was president of the school board when FEF was envisioned and established in 1999. He was also president when the school board voted to hire Assistant Superintendent Rick Reedy to serve as Superintendent of Schools in 1997. Richard said he considered the decision to hire Reedy to be the most important one made during his fifteen years on the board. Richard led the FISD School Board through some of its most amazing years as it went from being small town school district to one of the fastest growing school districts in the nation. He was known for his calm demeanor and his stabilizing influence during even the most heated of board meetings. Board members present and past all expressed shock and dismay over his unexpected death when contacted by the school district, family, and friends. “Richard was an exceptional board leader during a time of enormous district expansion. He was also kind, generous, considerate man and I will always treasure the time in which we served together. His encouragement made a difference in my life and I was witness to the difference it made in other lives,” said Superintendent Rick Reedy. Dan Presley, who assumed the board presidency following Scoggins, said that Richard was always so quiet that some people didn’t realize how much he contributed to the community and school board. “He was sharp and he paid attention to what was going on. Once you got to know him, you realized he was a very humble guy who didn’t do it for the limelight or the attention. I have great memories of serving with him.” Presley and Richard both left the school board in 2004. Sam Roach served for several years with Richard on the Economic Development Council and the two also served briefly together on the school board as Roach was ending his service and Richard just beginning. “Richard was a staunch supporter of the EDC and the community. He was as solid as a rock. You could always count on him to do the right thing in any situation,” Roach said. In addition to his parents and wife, Richard is survived by his daughters, Monica and Aubrey Smith, Jamie and James Hernandez, Kelli Scoggins, and Cassi and Joe Wallace; grandchildren, Gavin and Grace Torneden, Shea and Jackson Smith, and James Richard “J.R.” Hernandez. A Memorial Service will be held at Frisco High School on Monday morning at 10:30 with a private burial following.
