Carmen Sue Turner Moran

Carmen Sue Turner Moran, 58, of Plano, Texas passed away on September 2, 2014 at Plano, Texas. Carmen was born March 22, 1956 in Lockney, Texas. Her parents were J R and Wanda Turner. She married Scott Moran in 1988. Carmen received a BA in 1980 in Arts and Sciences and a BLA in Agricultural Sciences in 1983 from Texas Tech University. She also received a Masters in Public Administration from North Texas University in 1999. She went to work for the Town of Addison in 1984 as a Planning Technician. She became the Planner, then Zoning Administrative Assistant, then City Secretary and Zoning Official, and retired in February, 2014 as the Director of Development Service/City Secretary. She worked on many projects during her 30 year tenure including Addison Circle and Art project, Columbus project and the Vitruvian Park project. In 2013, she wrote a comprehensive plan for the Town of Addison which gave the history of the town’s development and plans and recommendations for the future development of the town. She was a member of the Urban Land Institute and the American Planning Association where she served a term as the North Central Section Director. She was a member of the Prestonwood Rotary from 2006-2013 and was a Paul Harris Fellow.

2012 American Council of Engineering Companies of Texas Engineering Excellence Award Winner.

She is survived by her husband, Scott Moran, two children, Sean Moran and Amanda (Mandy) Moran, all of Plano, Texas. She is also survived by two sisters, Carol Smith of Duluth, Georgia and Kay Roach and her husband, Jerry, of McKinney, Texas and her mother-in-law, Betty Moran of Iowa. She is also survived by 2 nieces, 1 nephew, 3 grand-nieces, and 1 grand-nephew.

 

A memorial service for Carmen will be held at 12:00 Noon, Saturday, September 27, 2014, at Custer Road United Methodist Church, Plano, Texas, with Pastor Tim Morrison officiating.
